From Tokyo Station, take the JR Hokuriku Shinkansen (Asama, Hakutaka, or Kagayaki) to Nagano Station.

Nagano → Myōkō-Kōgen Station (by local train)
From Nagano Station, transfer to the Shinano Railway Kita-Shinano Line or the Echigo Tokimeki Railway Myōkō Haneuma Line.
Ride to Myōkō-Kōgen Station.
